是美国参院一致通过的。美国会参战吗？

不论如何，普京是第一个materially 实施核讹诈的核大国元首。这次必须有个resolution，否则像金鑫那样的痞子更会能扰乱公序，是可忍孰不可忍！

人民日报消息：美国正式确定俄罗斯武装部队成员在乌克兰犯下战争罪行！

这以后美国再出兵海外，士兵可不可以拒绝呀？因为政府不该把本国士兵置于被外国（非交战国）起诉的境地。
